Role Description
  • The general scope of work shall be to supply the personnel necessary to provide appropriate nursing/medical services at the North Central Secure Treatment Unit (NCSTU). The contractor will supplement existing Commonwealth staff at the facility. Contracted staff will be based in a nursing office within the facility. NCSTU is a 24/7 secure, residential treatment facility for adjudicated youth in Montour County. The facility is located at 36 Kirkbride Drive, Danville, PA. 17821. These specifications detail the services which a contractor shall perform in order to preserve the health and safety of facility residents. Starting on February 1 , 2026 the contractor will provide one (1) RN to staff ideally 4-5 shifts each per week at the facility. If ideal staffing cannot be achieved, we will accept less than ideal staffing hours. Designated shifts will be communicated to the contractor by the Commonwealth at least ten (10) days in advance. The shift times are a rotation of 0700-1530 and 1300-2130 and includes weekend and holiday rotation. When the need for contracted RNs has passed, the Commonwealth will give at least 14 days' notice. At that point in time, the contract will be terminated
Duties and Responsibilities
  • Adhere to Commonwealth/agency/work unit policies and procedures
  • Provide direct nursing clinical care to facility residents and make appropriate referrals as necessary to ensure that residents' medical needs are met
  • Provide emergency first-aid treatment for all youth and staff, comply with the facility medical, dental, and psychiatric providers orders and treatment protocols
  • Triage and treat residents who present with symptoms of medical/dental/psychiatric illness/injury
  • Assist in the development and implementation of resident individualized medical/dental/psychiatric plans, to ensure that each resident has access to health care services, which are based upon his/her identified needs
  • Administer prescribed medications/treatments; observe, record and report symptoms, vital signs and reactions to medications and treatment regimens
  • Complete necessary nursing treatments, obtain appropriate specimens and administer immunizations and screening examinations/assessments in compliance with regulations and physician orders • Coordinate appointments and transportation of residents who are referred to off-site health care practitioners so that appropriate follow-up care is received
  • Prepare, document and maintain resident/staff medical records and reports to ensure that appropriate care was rendered; Complete JJACS incident reports as indicated
  • Communicate effectively, both verbally and in writing, to provide information, consultation, and guidance regarding the residents' illnesses/injuries to staff, the resident, supervisor and healthcare practitioners
  • Maintain ethical behavior and professional boundaries with coworkers and facility residents
  • Adhere to safety and security policies and procedures
  • Maintain standards of attendance and timeliness
  • Function in accordance with the Pennsylvania Professional Nurse Law and regulations developed pursuant to the law
  • Report to his/her supervisor and complete a Juvenile Justice Automated Case System (JJACS) report regarding: any illness/injury to a staff member or resident which requires off ground medical attention including hospitalizations, any suicide or suicidal gestures, any incident that could result in serious allegations of illegal or unprofessional behavior on the part of facility staff members, any alleged criminal activity occurring at the facility, any incidents of alleged resident abuse, any injury/incident involving a visitor or volunteer, and any serious communicable disease
  • Transcribe all prescribing practitioner orders and comply with the verbal/written orders unless the employee believes that compliance with the orders would jeopardize the health and safety of the residents. If the employee believes that compliance will jeopardize the health and safety of the resident, the employee must immediately inform the prescribing practitioner and his/her supervisor.
