Role Description
  • Provides clinical consultation to county and provider staff to improve the quality of health care to individuals in the Western Regional Region (WRO) under the regulatory jurisdiction of the Client, Office of Developmental Services (ODP) to ensure the implementation of departmental policy and compliance with State and Federal standards, legal requirements and established departmental rules and regulations. This includes providing interpretation to county programs and provider agencies on regulations and policy relating to health care.
Essential Functions
  • Participates in analysis of Quality Management Program reports, with recommendations for corrective actions. Performs Quality Management reviews, coordinates, and manages other staff in doing audits.
  • Review, process and close all medical/health care related incidents in the Western Region ODP in the Enterprise Incident Management system (EIM). Serves as a technical resource to other ODP staff when health/medical issues emerge during their review or closure of other incidents.
  • Review all deaths at the initial review stage to determine if immediate follow-up is necessary and investigators are assigned where applicable. Conduct investigation as assigned. Work with providers, Administrative Entity (AE)/County ID Program and Supports Coordination Organizations (SCOs) to secure the required death documentation and review all death documentation for closure in and completion of the initial mortality review.
  • Conducts investigations when assigned by supervisor.
  • Provides leadership and in-service training for medical and non-medical staff relating to Quality Management, audit methodologies and related plans of correction. Liaison and coordinator with physicians and nurses to implement/support Quality Management Program.
  • Participate in the Western Region ODP Risk Management Committee Meetings.
  • Review and prepare responses to Omnibus Budget Reconciliation Act (OBRA) pre-admission assessments and extensions. Provides guidance to AEs, Area Agencies on Aging, Field Operations, SCOs, and participant family members regarding the OBRA process; ensure that AEs and SCOs are transitioning individuals from nursing home back to community if appropriate. Participates in statewide planning meetings to update OBRA process; communicates with Office of Long-Term Living (OLTL) and the Office of Mental Health and Substance Abuse Services (OMHSAS) and Other Related Conditions (ORC) state offices for dual targets.
  • Assists in the conduct of inspections or complaint investigations at provider locations that are serving children with medical complexities with the Western Regional Licensing team and the Office of Children, Youth and Families staff. Serves as a resource and provides technical assistance to licensing staff and providers regarding the provision of services to individuals with complex medical/health conditions.
  • Maintains and upgrades skills by attending meetings, training sessions, and seminars and by reviewing current literature.
  • Attend Health Care Coordinators and Supervisor ' s meetings, Health Care Quality Directors ' Meeting and Clinical Managers meetings as necessary on an ongoing basis.
  • Participates in committee or workgroup assignments, as necessary.
Minimum Qualifications

Current/valid Pennsylvania Nursing License or equivalent alternative Pennsylvania professional Li censure to be determined by the Commonwealth Agency.

  • Minimum three (3) years professional clinical experience.
  • Minimum (2) years quality improvement experience in multi¬ faceted formal quality management program.
  • Computer expertise including a working knowledge of word processing functions, and data base utilization, maintenance, and management. Familiarity with Microsoft Office products and a variety of virtual platforms such as MS Teams, Zoom and GoToMeeting.
